By the time New York litigator Bonnie Chmil received his application for clemency 14 years
later, Jorge had proven to be an exemplary prisoner, having received his GED, completed
nearly 1200 hours of vocational courses, avoided any disciplinary record and became
proficient in English as his second language. After concluding a drug education program,
he was an active member in the prison’s Alcoholics Anonymous group and committed
much of his time to attending religious services and activities. Jorge also had provided
