In 2002, Jorge Mendez* was sentenced to life in prison after
pleading guilty to various offenses involving a conspiracy
to distribute controlled substances. He had no history of
violence, but due to the then-mandatory minimum sentencing
guidelines and two prior drug-related convictions, he was
subject to the three-strikes rule that dictated a life sentence
for “career offenders.”
