Proposed Well Control Rule Increases Third-Party Verification Requirements

The Bureau of Safety and Environmental Enforcement ("BSEE") released proposed well control regulations earlier this month that include more stringent design requirements and operational procedures for blowout prevention systems and other well controls. The proposed rule also includes various requirements for verification by third-party organizations. BSEE called the proposed rule, which follows BSEE's investigation of the 2010 Deepwater Horizon incident, "another step in the most ambitious reform agenda in the Department's history to strengthen, update and modernize offshore energy regulations."
