OSHRC defines, expands "interconnected" vessels and what is covered by PSM

Recently, the Occupational Safety and Health Review Commission (the "Review Commission") issued a decision affirming eleven citation items against Wynnewood Refining Co., LLC ("Wynnewood") for violations of the process safety management standard, 29 C.F.R. 1910.119 et seq. ("PSM Standard"), arising out of an incident involving one of the refinery's boilers (referred to as the "Wickes Boiler"). This decision arguably greatly expands the scope of the PSM Standard to cover additional vessels and equipment not previously considered part of a PSM process.
