Kelly N. Hutchinson

Kelly Hutchinson is special counsel in the Government and Public Finance group. She brings a wealth of experience in advising issuers with respect to the financial and regulatory aspects of general obligation and revenue bond financings.

Prior to joining the firm, Kelly was director of capital markets for the State of Illinois, where she managed a $30 billion debt portfolio and raised over $10 billion of debt in the capital markets. During her time at the State, she also assisted with drafting legislation that enhanced the efficiency of refunding transactions.

Prior to joining the State administration, Kelly was chief compliance officer and a municipal advisor. While a municipal advisor, Kelly worked extensively with state and local governments on a range of general obligation and revenue bond financings totaling over $30 billion in debt issuances. She played key roles in high-profile projects for numerous clients.

Kelly began her career as an investing banking analyst in the oil and gas division.
