EPA Proposes National Emphasis Initiative Targeting "High Risk" Industrial Facilities

The U.S. Environmental Protection Agency ("EPA") has issued its proposed national emphasis initiatives ("NEI") for fiscal years 2017-2019, which include a potential new initiative targeting industrial facilities that produce, handle, and/or store hazardous chemicals. Every three years, the EPA selects these initiatives in order to focus civil and criminal enforcement resources and expertise "on the most important environmental problems where noncompliance is a significant contributing factor and where federal enforcement attention can make a difference." 80 Fed.
