On July 22, 2013, the U.S. Environmental Protection Agency (EPA) modified hazardous waste management regulations under the Resource Conservation and Recovery Act (RCRA) to conditionally exclude certain solvent-contaminated wipes from hazardous waste regulations if businesses clean or dispose of them properly. In the final rule, EPA conditionally excludes from the RCRA definition of "solid waste" solvent-contaminated wipes that are cleaned and reused. The rule also conditionally excludes from the RCRA definition of "hazardous waste" wipes contaminated with solvents listed as hazardous wastes, subject to compliance with disposal requirements....
