California: DIR Status Report Details Changes to PSM Oversight

Earlier this month, the California Department of Industrial Relations ("DIR") released a status report on oversight of petroleum refineries in California. The report, which was required by the state's 2014 Budget Act, "summarizes the efforts of the [DIR] and Cal/OSHA to design and implement a new approach to regulating the petroleum refining industry." The status report outlines a variety of efforts being taken, including proposed revisions to PSM regulations, updates on implementation of California Senate Bill 1300, which increases oversight of turnarounds, and the recent expansion of Cal/OSHA's PSM Unit...
