BSEE Proposes Revisions to Well Control Rule

The Bureau of Safety and Environmental Enforcement (BSEE) recently released a proposed rule to revise regulations under the Blowout Preventer Systems and Well Control Rule (WCR). The WCR was initially finalized in April 2016 in response to the 2010 Deepwater Horizon incident. BSEE, which regulates oil and gas activity on the U.S. Outer Continental Shelf, was prompted to revise the rule by Executive and Secretary of the Interior Orders directing federal agencies to revise and rescind any regulations, specifically including the WCR, that unnecessarily burden the development of domestic energy resources.
