Qualifications and Career Profile
Joseph V. Willey concentrates his practice in health care and health care litigation.
Mr. Willey has over thirty years of experience in a wide range of health care matters, including Medicare and Medicaid reimbursement, government audits, and federal and state fraud and abuse laws. He advises hospitals and other providers on compliance with federal anti-kickback and physician self-referral laws, and represents providers in investigations and litigation under the False Claims Act. He has extensive experience in federal and state courts and administrative tribunals, including the Provider Reimbursement Review Board. In the last several years alone, Mr. Willey has obtained over $260 million in additional Medicare reimbursement for hospital clients through litigation and settlement of cases before the Board.
Mr. Willey is recognized in the 2011 edition of Chambers USA: America's Leading Lawyers for Business.
Prior to joining the Firm, Mr. Willey was Assistant Regional Counsel for the U.S. Department of Health and Human Services. At HHS, he concentrated in Medicare and Medicaid reimbursement and Medicaid State Plan compliance, and represented the agency in federal district and circuit courts and administrative hearings.

Mr. Willey is a member of the New York State Bar Association and the American Health Lawyers Association. He is a former Chair of the Health Care Finance Committee of the Health Law Section of the New York State Bar Association.
Education
Mr. Willey earned his undergraduate degree (B.A., 1976) from the University of Kansas and his law degree (J.D., 1980) from the University of Kansas School of Law.
