Mr. Rosans earned his Bachelor of Arts degree, cum laude, in English from Cornell University in 1997, and his Juris Doctor degree from the University of Michigan Law School in 2000. He is admitted to practice in the District of Columbia and Virginia and before the United States District Court for the District of Columbia.
